Clean Truck Check compliance checklist

Use this checklist for each heavy-duty unit subject to California’s Clean Truck Check program. Official requirements live on arb.ca.gov and in CTC-VIS—this workflow helps your team execute consistently.

Before registration

  • Confirm GVWR and fuel type against CARB eligibility on arb.ca.gov
  • Gather 17-character VIN, registration documents, and fleet ownership details
  • Identify whether the unit operates in California (including out-of-state plates)

CTC-VIS setup

  • Create or access your CTC-VIS account at cleantruckcheck.arb.ca.gov
  • Register each qualifying VIN under the correct owner entity
  • Pay CARB state compliance fee when prompted (verify current amount in portal)
  • Record assigned testing window and required test type (OBD vs opacity) per VIN

Pre-test preparation

  • Clear outstanding emissions-related dash lamps or schedule repairs first
  • Verify DEF level, DPF regen history, and recent fault codes with shop
  • Confirm tester is CARB credentialed for your required test method
  • Book within your CTC-VIS window—not so early that results may not count

Test day

  • Provide registration and CTC-VIS enrollment proof to the tester
  • Allow access to cab and diagnostic port (OBD) or exhaust sample point (opacity)
  • Note tester name, date, and booking reference for internal records

After testing

  • Verify pass/fail status appears in CTC-VIS within a few days
  • If failed: diagnose, repair, and schedule retest within CARB timelines
  • If passed: update internal fleet calendar for next due window
  • Archive receipt and test confirmation for audits and registration renewal

Fleet-scale tips

Assign one compliance owner who exports CTC-VIS status weekly. Spread testing across each window instead of batching every VIN in the final month. For yard-based operations, book mobile credentialed testers through Zurfex to reduce deadhead miles.

Frequently asked questions

How often should we review this checklist?

Run through it when onboarding a new VIN, at the start of each testing window, and after any failed inspection. Fleet managers should also review weekly CTC-VIS status regardless of checklist timing.

Does completing this checklist guarantee compliance?

No. Compliance is determined by CARB based on CTC-VIS records—current fees, passing test results within your window, and applicable program rules on arb.ca.gov. This checklist is an operational aid, not a legal certificate.
